To store and manage documents internally, consider a document management system. Front-runner is Alfresco (http://alfresco.com/) since it's open source and meets what I anticipate to be our needs.
At the same time, CivicActions has started offering Alfresco management as a complementary product to the Drupal sites they develop: this could be an avenue for future business growth so now is the time to experiment with it.
I will install it on a test server at home in the near future, but so far don't have any real experience with it yet.
