The project page has a summary of the project, and links to add a new case or view all cases. The project page should also include a list of the project's existing cases, or a summary or partial list that can be sorted by "new cases since your last visit," priority, date of latest change, or other fields.
Say, for example, the summary lists 10 cases. At the bottom of the listing, a simple link to "See all cases" can take the user to the existing page where all cases are displayed.
Also, fit at least the title field to start a new case on this page. A user can enter the title and click "Create Case" to be taken to a page where he can complete the creation of the case.
